On February 6, 2025, ArcelorMittal revealed plans for a large-scale investment at its Tubarão facility in Espírito Santo, Brazil, allocating between R$ 3.8 billion ($633 million) and R$ 4 billion ($670 million). This investment is part of a larger strategic vision in Brazil, with a total plan amounting to R$ 25 billion ($4.17 billion) from 2022 to 2028. The primary objective of this funding is the introduction of a Cold Strip Mill and a Continuous Coating Line, which will enable the plant to produce cold-rolled steel, a high-value material crucial for industries like automotive manufacturing, appliances, and construction.
Project Overview
The new Cold Strip Mill and Continuous Coating Line will substantially improve Tubarão’s production capacity. Cold-rolled steel, which is made by processing hot-rolled coils, will be refined to meet stringent quality standards. These high-quality steels are in great demand across several sectors and will allow ArcelorMittal to capture a larger share of the Brazilian and global markets.
Construction for the project is expected to begin in the first half of 2026, with the new facilities slated to begin operations by mid-2029. The project is set to bring substantial benefits to the local economy, creating 2,500 jobs during the peak construction phase and an additional 450 permanent jobs once the plant is operational.
