Brazil Confirms Dumping Concerns WithoutImmediate Penalties

Brazil's trade authorities have reached a significantmilestone in their investigation of allegedly unfair trade practices in thepre-painted steel sector. The Secretariat of Foreign Trade, operating underBrazil's Ministry of Development, Industry, Trade and Services, announced apreliminary positive determination in its anti-dumping investigation againstChinese and Indian pre-painted steel products. Despite confirming initialevidence of dumping, authorities have decided against implementing provisional dutiesat this stage. Instead, SECEX will continue its comprehensive investigation,extending the inquiry period to 18 months from the initial launch date togather more conclusive evidence and assess the full market impact of theseimports.

 

Products Under Scrutiny Span Multiple SteelCategories

The investigation targets specific categories ofpre-painted steel products that have allegedly entered the Brazilian market atprices below fair market value. According to SECEX's official announcement, theprobe encompasses pre-painted steel products with widths equal to or exceeding600 mm, which fall under the Mercosur Common Nomenclature subitems 7210.70.10and 7210.70.20. Additionally, narrower pre-painted steel products measuringless than 600 mm in width, classified under NCM subitems 7212.40.10, 7212.40.21,and 7212.40.29, are also under investigation. These products are commonly usedin construction, automotive manufacturing, appliance production, and variousindustrial applications, making them strategically important to Brazil'sdomestic manufacturing sector.
