The U.S. International Trade Commission has officially announced a full review of hot-rolled steel products from multiple countries, including China, India, Indonesia, Taiwan, Thailand, and Ukraine. This announcement was made on October 22, 2024, as part of the ITC’s ongoing efforts to evaluate the impacts of trade policies established under the Tariff Act of 1930. This review is particularly significant as it seeks to determine whether lifting existing countervailing and antidumping duties on these steel products could lead to renewed harm to the domestic steel industry.

The review comes as part of Investigation Nos. 701-TA-405-406 and 408, as well as 731-TA-899-901 and 906-908, marking the fourth comprehensive assessment in this area. The ITC has noted that the domestic industry's responses were adequate, suggesting strong interest from U.S. steel producers. However, responses from foreign producers were deemed insufficient, which has prompted the Commission to proceed with a full review to better understand the potential consequences of altering current trade duties.

The countervailing duty orders currently in place affect hot-rolled steel from India, Indonesia, and Thailand, while antidumping duties apply to products from China, India, Indonesia, Taiwan, Thailand, and Ukraine. These duties were originally imposed to protect U.S. steel producers from unfair competition, particularly from foreign companies benefiting from government subsidies or selling products below fair market value.

The ITC's decision to conduct full reviews signifies the importance of assessing market conditions in light of changing global trade dynamics. As countries navigate economic recovery from the impacts of the COVID-19 pandemic, the demand for steel remains high, and fluctuations in supply and pricing can significantly affect domestic producers.
