On October 22, 2024, tariffs on Chinese steel and aluminium products officially came into effect in Canada. This significant policy change follows extensive evaluations by the Government of Canada aimed at addressing unfair trade practices associated with Chinese imports. The introduction of these tariffs is a critical move to protect domestic industries and ensure a level playing field for Canadian producers.

Catherine Cobden, President and CEO of the Canadian Steel Producers Association, along with Jean Simard, President and CEO of the Aluminium Association of Canada, issued a joint statement expressing their appreciation for the government’s action. They highlighted the importance of these tariffs in safeguarding Canadian jobs from the impact of dumped and subsidized Chinese steel and aluminium. This response reflects a broader concern regarding the integrity of Canadian markets and the livelihoods of communities reliant on the steel and aluminium sectors.

The tariffs were implemented under Section 53 of the Customs Tariff Act, a measure designed to combat unfair trade practices. Both associations emphasized that this decision would help protect not just the industries involved, but also families and communities that depend on them. The leaders of these associations expressed gratitude to their members, acknowledging the collective effort in advocating for fair trade policies over an extended period.

Moreover, Cobden and Simard pointed out that the Canadian government's actions align closely with its largest trading partner, the United States. This alignment is crucial, as it helps shield the integrated North American steel and aluminium industries from the detrimental effects of China's state-sponsored excess capacity. By imposing these tariffs, Canada takes a stand against the practices that have historically undermined local markets.

The CSPA and the Aluminium Association also addressed the importance of a well-structured remission process. They stated that this process must maintain the effectiveness of the tariff regime while allowing exceptions in well-documented and unique circumstances. This approach ensures that the tariffs can effectively serve their purpose without unnecessarily hindering legitimate trade practices.

The Canadian steel industry, represented by the CSPA, plays a vital role in the nation’s economy, supporting numerous sectors, including automotive, energy, construction, and transportation. The Aluminium Association of Canada, which represents major producers such as Alcoa, Alouette, and Rio Tinto, underlines the significance of the aluminium sector, which contributes substantially to the Canadian economy and job market.

With over 9,000 workers and significant exports primarily to the United States, the Canadian aluminium producers are crucial players in the North American market.
