The Ministry of Textiles, Government of India, has announced amendments to the Textiles High Density Polyethylene / Polypropylene Woven Sacks for Packaging Fertilizers Quality Control Order, 2023. The revised order, which comes into force on June 6, 2024, is designed to enhance the quality of HDPE/PP woven sacks used for packaging fertilizers across the nation.
Under the amended order, manufacturers of HDPE/PP woven sacks for fertilizer packaging are required to adhere to strict quality standards. The order mandates that these sacks must conform to the Indian Standard IS 9755:2023, as specified by the Bureau of Indian Standards. This move aims to ensure that the sacks used for packaging fertilizers are of high quality and can effectively protect the contents from damage during transportation and storage.
The Ministry of Textiles has emphasized that the quality of HDPE/PP woven sacks plays a crucial role in maintaining the integrity of fertilizers during the distribution process. Poor quality sacks can lead to leakage, contamination, and loss of fertilizers, which can have a detrimental impact on agricultural productivity and the environment. By enforcing strict quality control measures, the government aims to minimize such issues and ensure that farmers receive fertilizers in optimal condition.
Manufacturers of HDPE/PP woven sacks for fertilizer packaging are required to obtain a license from the BIS before commencing production. The license will be granted only after the manufacturer's products have been tested and certified as compliant with the specified quality standards. The BIS will conduct regular inspections and testing to ensure that the manufacturers continue to adhere to the prescribed standards.
The amended order also stipulates that every HDPE/PP woven sack used for fertilizer packaging must bear the BIS Standard Mark, indicating its compliance with the quality standards. This will help farmers and distributors easily identify quality-assured sacks and make informed purchasing decisions. The presence of the BIS Standard Mark will also act as a deterrent against counterfeit or substandard products in the market.
Failure to comply with the provisions of the amended order will result in strict penalties for manufacturers. The Ministry of Textiles has authorized designated officers to conduct inspections, seize non-compliant products, and initiate legal action against defaulting manufacturers. The government aims to create a level playing field for manufacturers who adhere to quality standards and protect the interests of farmers and consumers.
